i am pretty sure they are not doing it out of the goodness of their black little hearts. somehow they are making money on the deal.

Of course they are. But the difference between Big Ugly PoCo and Little Guy EC is all about business attitude. Little Guy want to collect his profit on the job about 10 minutes after the job passed inspection. PoCo believes they will be around essentially forever, and thus they are building the profits for years ahead.

The playing field is unfair as Ugly does have far more resources than Little Guy, and unless Little Guy raises his game in the area of business and financial smarts, and maybe in working with other little guys to get break pricing on power form nighttime use, Ugly will get the job every time.
