I was going to say no using 250.64(D)(3) but that is for multiple disconnects.
So would 250.64(E) apply? Or would 250.64(F)(3) apply?

Is this an outdoor location? If so, are those lugs outdoor rated?
Assuming it's a service, I would reject on 250.24(A), but it also appears to be a violation of 250.8 and 250.12, IMHO.
Again I do not see 250.24(A) as the violation.
I do agree with 250.8.
