Can you cover up electrical j-boxes with insulation in an attic?

Sure. It just makes them a real pain to find down the road. I wouldn't reccomend it without a map or marking the location of the j-boxes for future reference, because you could be doing yourself a big favor if you happen to be the "next guy" that has to find it.
 
What about 314.29? Do I infer correctly that you do not consider insulation to be "part of the building"?
 
I have marked the underside of the roof with a dot of red spray paint directly above any boxes that might get buried by insulation. :)

That's good for when you need to find it but what about the next guy. Now you need to put a note at the access to the attic that says red dot on roof means jb down below. :D
 
Seems every attic I manage to find myself in has a bit more room in it than just enough room for insualtion. There's about a hundred dead trees all over the place making getting around up there pert'near impossible. Shoot, I've seen some with the ridge of the attics 15 feet above my head, even when I'm standing up straight! I'd think you could find a 2x somewhere above the insulation to mount a box to.

Sure can, but sometimes the wires are too short or the j-boxes are existing and in comes the blown in insulation, at that point I just install 1x's as markers, and I dont care about the next guy because he certainly does not care about me!
 
and i guarantee that when the thought goes thru my head - "Oh well, at least someone else will be dealing with this next time"

ITS ALWAYS ME THAT HAS TO DEAL WITH IT

things like this make great incentive to make sure its right the first time
