Concealed SEU

A 100 amp single phase service is installed on a cold storage garage. Can the installation incorporate a cable wiring method for the service entrance conductors from the outside utility meter to the inside service disconnect if the SEU type cable exits the back of the meter enclosure into 2x6 building frame but travels 3 feet horizontally before it enters the recessed electrical service disconnect? The interior walls incorporate a .5 inch gypsum finished wall board.

In my New Hampshire town they enforce a rule that SE can't be exposed on the outside of a building, or anywhere before the main OCPD. All has to be in pipe.
