I need a 208/240 52.7 amps 3phase oven wired up. I have a 120/208 panel with a 60 amp 3 pole with shunt trip breaker. Is this ok and the oven is going under a hood that’s why I it has a shunt trip.
 
It is hard to know without doing a calculation to see if the panel is large enough. On another note are you licensed to do the electrical work? Installing equipment and wiring it are very different tasks.

The current will not be the same for two different voltages. Do you know for which voltage that current rating applies?

In any case, the full current will be drawn only when every element is energized simultaneously, which is a rarity.

The panel should hold it because we are taking out a 70 amp breaker and replacing it with the 60 amp no I am not the licensed Electrician but the electrician that came and looked at was not explaining very well

Insatallation manual is what you need. If one is not available you can download from the web. Manufacturers instructions can somtimes suprise you.
 
This probably a commercial type oven, presume intended for cooking purposes.

If a simple convection oven, chances are it draws full rated current at least when first warming up. Then it only cycles as needed to maintain setpoint temperature. That cycling may be at full rated current or anything less depending on what it has for controls.

Other types of ovens can vary the load for various reasons, depends on the design and intended use.
