Concrete light poles with metal covers to access fuses. Do you add lug and bond metal cover
To bond or not to bond the cover? That is the question

IMO they should be bonded and the pole manufacturer should have made provisions to do it.

Not sure I understand the "concrete light pole" as a structure,
Is there a metal enclosure that is holding the fuses? If yes the enclosure should be bonded and the metal cover should be in direct contact to the bonded enclosure thus by default bonding the cover. 250.4(A)(5)
If no metal enclosure, then how likely is it to become energized? (250.4(A)(4)) If it is likely, then it would need to be bonded. How is the cover being attached to the "concrete pole"? Is there a metal escutcheon that the cover is screwed to? Then the escutcheon should have been bonded and then the cover by default would be bonded.
