Concrete Pad in front of MCC- Clearance Issue

I am reading 110.26 and I have a MCC that is 480V which will require 42" of clearance space. at 41" is a concrete pad that houses a motor. The motor is at 47" from the front of my MCC.

Q1) The motor will not require me to go to condition #2?
Q2) Is the concrete pad violating my required clearance?

A1) You already I have a condition 2 installation because of the concrete pad. If you meant condition 3 then no.
A2) The concrete pad is violating your clearance.
 
It would be interesting if you could attach a picture of it as what you have described as it certainly seems to be a bit strange. It is common to have an MCC installed on a house keeping pad about 4" high but what you have described certainly isn't that.
 
I only have my 2005 NEC on this machine, has 110.26 changed since 2005? I don't see this 42" issue. MCCs come under the "Dead -Front Assemblies" clause (a), you need 30" from the front door of the equipment.

You still need the work space in the front which is where the pad sits. (a) Says for Dead-Front Assemblies you don't need side or rear work space. If rear access is required to work on non-electrical parts then 30" must be provided. Same as the 2005.

3-1/2' is 42"
