In process of wiring a chiller and a recirculating pump skid. On the chiller has a tag reading FLA295, and pump station reading FLA128. Has the continuous rating already figured into equipment when they have FLA only?

Probably not. Usually the name plate info says "minimum circuit ampacity" which include the 1.25 factor.
 
sounds like the nameplate might not meet requirements.
I see you are from NC. Is this a NC install ?
They are normally big on UL (NRTL) certification. Does this equioment bear a NRTL label ?
 
I ask because it would seem like a chiller, if its a refrigerated type, would have to comply with 440.4 or if it's industrial equipment Art 409. In either case your marking is lacking, so it would make NRTL certification questionable.
You might want to check 409.20 which may help.
 
I am willing to bet there is more to the label. The OP may have missed it, as he was either not looking for it or missed it.

I cannot tell you how many times I ask the person who calls me if the label said xxx, they say no. When we visit the jobsite, the label is usually complete.
