if a conduit is run beneath a building at a depth of 18 inches and does not enter the building at any point , are the conductors in the conduit considered outside the building

Bennie's post actually can't be improved on,
but, if you need a code reference you can look at 230.6.
This is under services, but I think it pretty much sums up the definition of what is considered outside.
