Not sure what you are calling a "pulling elbow". What I know as a pulling elbow works just like an LB...it has a removable cover.
So does this fitting. If the conduit going into the special hub provided is strapped down, it is "installed complete" and so complies with 300.18(A).

I'm not clear on whether the fitting itself is considered part of the raceway or not, but 300.18(A) allows "exposed raceways" to have "removeable covers," so even if 300.18(A) applies to the fitting, that's not a problem. Same as with a regular LB or a pulling elbow.

Why? It can be fully in the conduit run before the conductors are pulled through. Just like an LB or other condulet, you remove the cover to pull the conductor through.
I don't see it that way...the raceway has to move to use this fitting as designed...it is not just removing a cover, in my opinion.
However without markings as to the size and number of conductors, it doesn't make any difference as it does not appear there is 6x between the conduit entries..
