Many questions and comment may come from this picture, my is "how can an electrician do this?" this is a commercial place not a residential, so not homeowner involve in this.

An electrician didn't do that. A maintenance man or machine operator on break did that. Could even be an engineer trying to save the cost of an electrician.

It could be just a raceway for low voltage and or data cabling. Seen it done before.
