Bonding the tray is really more about equalizing potential between the conduit and tray. The EGC in cable is the only fault path required by NEC

The conduit is a metal raceway
Myers hub on one end no bond on the yhe other end.your in compliance with 250.86

Myers hub on one end bonded to the tray on the other end the tray has an equipment ground in it bonded to the tray

By bonding the conduit to the tray the conduit becomes compliant with 250.96

When the conduit raceway has individual conductors in it it has to comply with 250.86 and 250.96 unless your aware of an exception I'm not considering

When metal conduits terminate at the tray there are table tray clamps or adapters listed for that purpose

Yes the conduit terminating at the tray needs bonded.

You can't just consider the equipment grounding requirements for the tray.

You also have to consider the equipment grounding requirements for the conduit itself.
