"conduit" boxes in wet locations ?

Does not 370-15(a) prohibit one from installing regular old steel conduit boxes Steel City #52141 and flat blank covers outdoors? I can't beleive that these boxes are "listed for wet locations".

I have seen way too many installations on the sides of buildings and attached to the tops of parapet walls for exerior lighting where these boxes were used with EMT and I just need to be sure here. I had some guys argue that they were in compliance because the boxes had holes in them therefore they provided drainage.

Wouldn't one need to use something like a cast aluminum "Bell" box, raintight gland-type fittings and THW or equal conductors?

I believe you mean 314.15(A). And yes this a violation and just because it is commonly done does not make any less a violation. :(
