conduit covers

Having a discussion about installing conduit covers. The question posed is: do you have to be an electrician to install a conduit cover on rigid conduit for 24V and/or 120V control power wiring? thoughts?
 
OP, your questions doesn't make sense.

What does conduit body cover have to do with rigid conduit, 120V, 24V or even being an electrician to install the cover.
And I am sure you know that the conduit doesn't have a cover.
 
And if it happens to be an MSHA job, you need to have the power off to install the cover. A friend of mine was the electrical engineer at a facility covered by MSHA and was escorting the MSHA inspector. They found a missing cover and the engineer replaced it, resulting in two citations...one for the cover being off and the second for putting it on without locking out the power.
