Conduit seal requirements

Regarding Class I Division 2 Conduit Boundary Seals:

Conduit duct bank, open ended originating in Class I Division 2, stubbing up in unclassified area at the opposite end in rigid metal conduit and connecting directly into to a dry type transformer, (480-120/208V) with conduit and Meyers Hub. The transformer is non-arcing, but I feel a conduit boundary seal is required at the stub-up since it is not open ended like the opposite end.
 
Oddly enough, I personally don't believe most Division 2/unclassified boundaries need to be sealed at all. That's one of the reasons there are so many Exceptions to Section 501.15(B)(2). IMO, your description is one of the exceptions to my aforementioned belief though; i.e., where below grade is usually not classified but "fugitive emissions" could (although not necessarily would) collect in a below grade raceway.

Sealed or not, see the last sentence is the main text of Section 501.15(B)(2).

Of course, the real question is: "Where is the boundary?"

I would say the boundary should be at the Division 2 end. The opposite end, at the transformer is Unclassified, and since the earth itself is also Unclassified, there really is NO boundary until the conduit stubs up at Division 2.
 
If the boundary is at the Division 2 end - that's the end that defines where the seal should be. [Section 501.15(B)(2)] BTW I agree that's where the boundary should be.

A lot of things having to do with classified areas are not well written in the code. I can often read the same paragraph three or four times and have a hard time convincing myself that it means what I think it means.
