It looks like a PVC coated conduit system where they used a coated rigid coupling with a coated Liquid Tight Flexible Metal Conduit Connector. No connector with male threads has been evaluated by a listing agency for use with a fitting that has female threads.

That is up to the AHJ.

In my area the AHJs are fine with this.
