conduit seals required?

i have a Crouse hind Class 1 div. 2 panel board factory sealed with the Nema 4x terminal enclosure mounted on it, I have an inspector telling me I need to install seals on the conduits entering the Nema 4 enclosure. the Nema 4 enclosure only contains terminal strips, there is a 2" conduit into the Nema 4 enclosure, but 501.15(A)1(2), this applies only to conduits entering explosion proof enclosures, and AHJ is telling all conduits, including the 2" require seals. i cannot see anything in the NEC to prove that i need the seals?

Barring omitted pertinent details, you are correct. In a Class I Division 2 location, 501.15(B)(1) applies only when the enclosure is required to be explosionproof... which a NEMA 4X enclosure is not.
