Where underground conduit stubs up into equipment, is it common practice to install seals around the cable to prevent groundwater intrusion?

Ground water no, but you want to keep different air from mixing within the panel which can cause condensation.

Yup, its a good idea. This is what happens when you dont seal your conduit and the other end goes to an UG vault that is filled with water.....
