Conduit Support Wire

If construction is based on the 1996 NEC can conduits and boxes be supported by using a # 12 wire suspended from the roof structure without being secured on the bottom?
In a T-bar ceiling conditions these support wires are independent from the T-bar grid system. Are these support wires required to be secured to the the grid on the bottom side?

Not sure about the 96 (don't have it handy ) but in 99 the requirement that the support wire be secured at both ends is Article 300 Wiring Methods----300-11 (a) Securing and Supporting
