Conduit too large for the wire

Engineering has four "five" rigid conduits in duct bank that will have a comm cable size of a #8 with no intention "ever " to add cables.
Would there be something that says the conduit being too big. other than stupid
 
Boiler plate specification used without actually looking any further at the situation other than enough to find out a communications cable was needed?
 
I have had to do this in the past to accommodate extremely large factory assembled connectors on small cables.

That is one potential issue that would mean larger sleeve is needed, when OP said conduits in duct bank most of us probably thinking it contains CAT 5/6 or optical cables with ends made up on site.
 
Is the glass half-full or half-empty? Neither-- the glass is too large!

Extra space is never wasted-- things have a way of growing to occupy the space available. "If you build it, they will come."
 
I'm like Oldsparky,,,, I don't think you have all the information.

Generally a Duct Bank of that type is used for primary HV Cables . Comm Cables not so much.

If it is strictly for Comm Cables they must be very important cables.
