conduit under a building

We are constructing a new building. At the building site is a conduit from a different building that is feeding a lift station. Is it a code violation for this conduit to be buried under the new building?

Will this conduit be covered by at least 18" of earth or 2" of concrete? If so, I believe, in accordance with 230.6 it can be considered outside the new building and there is no violation.

Otherwise, if these conductors are service conductors, I believe it is a violation of 230.3. If they are not service conductors, I believe it is a violation of 225.31.

If they comply with 230.6 - Conductors Considered Outside a building, it is OK. Not the best design, but permitted by the code. 230.3 only applies to conductors passing through the interior of the building. 225.1 wouldn't apply because the conductors are not inside the building.
