Conduit under garage floor

Hello everyone,
I am in the early stages of building a house and at this point have the basement walls complete. The main service panel for the house/attached garage will come into the garage wall into a feed-through panel. From this feed-through panel, conduit will run down the wall, through the garage floor, and into the basement wall where a 200 amp sub panel will be located. I am planning to run 4/0-4/0-4/0 URD plus #4 insulated ground wire in 2.5" PVC conduit to connect the main panel to the sub panel. My question is: how deep does the conduit need to be buried under the 4" concrete garage floor? The only reference I could find to this scenario said that there is a 0" minimum burial under a building, but I'm not sure if a garage floor counts.
