Conduit vertical through footer

If the drawings don’t show conduit running vertical through exterior footer, are you allowed to do it or does it now need to go back to the engineer. Normally the gc just runs conduit but I got to run some now and think it’s going to have to be reviews by engineers if I go vertical through footer.
 
What is this for? This is done every day, on occasion up thru walls. If this is a common building doubt it will weaken something if not some highly engineered structure. GC does it?
 
Follow the usual practice?
FWIW,,, I make it a habit to observe installs and really look at the masters and can save a lot of fittings and get them so they dont look like dr Suess did them.
 
Current gc says I can’t come into an interior footer for a wall.. I called inspector do replay.
I never thought about it before but technically drawings don’t show
 
It's not my favorite way to come into a meter or panel but I'm not a fan of semiflush and flush exterior products other than outlets. Does this hold you up or are you able to just come up into a panel/meter or LB in to what you're coming into.
