Conduits In Closet w/ Block Wall

Have new construction and many conduits going to electrical closets with block walls. Whihc is more often the case?

1. Would there be no need for a sleeve as conduits should be run before brickey gets all the block up? Just run your conduit no need to do anything in regard to block wall.
2. block is already installed "blocking" you and you need to penetrate. That would not make sense.
3. Brickey installs block before you get there but leaves a window for your conduits?

1) The best practice but not going to help much if you're mounting the panels to the block wall and want to run out from the panels.
2) It happens when there is a lack of coordination between the trades
3) This happens most of the time. After the sparky is done they patch around the conduits. Sometimes they'll build the wall to say 8' and finish when the conduits are installed.

Speaking of number 1. Few questions...curious as to sequence.

1. You always start your conduit runs at the panel?
2. Is back box usually installed before you start conduit install?

Don't you still need to firestop your conduits going through a block wall? Or is the brickeys patching of the hole enough?

Feel like I've seen firestop through a block wall.
