We have not had clarification from the OP as to whether he is referring to a ring for flush mounting a receptacle or a cover for cover mounting a receptacle. It will make a difference in what code section applies.

That would be nice but it probably won't matter much.
 
These covers attach the receptacle through the same holes that would attach it to a dry wall ring, only more solid with a nut and bolt.
This cover attaches to the box no different than a drywall ring.
I don't see where this would require a ground wire.
 
This was discussed at least once before back in 2004 ( I ran into that discussion by accident).
2008 nec 250.146(A) has a "new" shaded section at the end that I think allows these covers to be used with out a jumper wire.

An 8/32 holding a "mud ring" to a steel box isn't as good as a 6/32 holding a device to a box?
Isn't the code great?
It might come loose, so too the 6/32 or the building might fall down.
Where is the definition of "cover mounted"?
