200.2(B) Continuity
The continuity of a grounded conductor shall not depend on a connection to a metallic enclosure, raceway, or cable armor.

I am now confused. Figure 1 where neutral bar is bonded to enclosure as shown can i do that? Will that cause circulating current from neutral?
 
For service equipment you are required to bond the neutral to case, and yes, you end up with an objectionable current, but you need it to be able to clear a fault.
Typically, in the service disconnecting means, the EGC bus terminal is bonded to the enclosure by design. The MBJ bonds the neutral to the EGC bus terminal and thus the enclosure. There is no need for an additional jumper in most cases.
