constant resistance controll

I have been trying to find a way of making a black box circuit that provides a constant resistance between its terminals, without using a resistor, that way I can change the constant resistance electrically.

The purpose of this is to be able to vary a resistance of a "resistor" without using a mechanical device.
 
What kind of voltage and power are we talking about?

I have designed some battery loads using transistors and percision voltage regulators. However there still have to be a ballast resistor.

If you're talking low power, for electronic circuits, Microchip, Analog Devices, Dallas Semiconductor make digital potentiometers (no moving parts; it's resistance is set digitally). My guess is that eng-tips forum would be better suited for electronic questions.
