Continuous load

In the code book it sometimes states to size the wire to 125% (with no mention of the ocpd) . At other times it says that the load is a continuous load( 125% for sizing wire and ocpd). Why would you size the branch circuit wire @ 125% but size the ocpd at 100%
 
Basically everywhere the Code tells you to size conductors for 125% of continuous load, it tells you to size the OCPD for125% of continuous load as well.
