SB 1164 Stern (D-Los Angeles) - Building Energy Efficiencvy, HVAC Equipment Sales Registry Compliance Tracking System, Document and Data Registry. When first introduced this year, this bill was to require the California Air Resources Board in consultation with the California Energy Commission (CEC) and CSLB to submit a report to the Legislature by July 1, 2023, proposing a statewide HVAC equipment sales registry and compliance tracking system. Following amendments in June, this bill now requires the CEC, by January 1, 2026, to adopt rules to develop and implement and electronic statewide HVAC equipment sales registry and compliance tracking system that is designed to identify HVAC equipment that is installed without permits and without completion of required documentation. The bill now also requires the CEC by January 1, 2025, to adopt rules to develop and implement an electronic statewide compliance document and data registry to register and store compliance, installation and acceptance test documentation required by regulations under the Title 24 California Energy Code.

NC already has about the same law, I can't go to a supply house and buy nor get any HVAC unit equipment because I'm not licensed
in HVAC. I can buy contactors or various parts from public supply houses but I can not buy proprietary parts from brand name equipment manufacturers again I'm not a licencee.

Go Figure. a company I worked for had some relationship with another where personal were sent into California for support and
some construction ventures, yadda, yadda.
Having talked with the travelers they said it was nuts to get any material to work with because CA has an inventory tax on all suppliers
of construction materials. As I understand it, the materails were always delayed because they were sent in from other States.
 
I don't think California has an inventory tax. It hasn't been at all nuts to get material in California until the last couple years of pandemic related disruptions. All our suppliers have warehouses in California.
