Control Panel for AHU units

Greetings,
Is it common practice to locate air duct heater control panel on the floor level for easier access for technicians? Especially, if the control setpoints are to be adjusted within the control panel.
I've seen the vendor cut sheets where the heater power controller panel is mounted on the side of the duct up above. I understand the closer the control panel is located to the heating coils the easier it is to run raceways and the wiring, but it would require a ladder for the technicians to get up and service the panel.

Having worked as an HVAC technician in my past life what you suggest would be awesome in a perfect world. However the manufacturers want to ship a packaged unit that meets UL etc. etc. They are usually always on a duct, over someones desk, panel doors that won't open due to duct work, bar joists plumbing etc etc
