Control Panel on Moving system

I am currently designing a system for chemical manufacturer and I am planning to have control panel under the table similar to this picture but flush with the front of the system

but its going to be inside a move in fume hood

that need to be opened to access the control panel. I know there is a requirements for at least 36 inches of clearance Infront of the panel, since the doors are closed while operating, other than separating the control panel from the system.

can I still have the panel under the system and have the disconnect separate from the control panel ?
any suggestions on how I can proceed other than completely separating the panel from the system ?

That is a really horrible place to put a control panel. Do you have any idea how painful (literally) it is to try and work on something mounted at floor level?
