It would be kinda nice to know how hard this chiller compressor starts, and if this is only the load of a single compressor, or the aggregate load of the compressor plus a circulating pump.
That might change my assumptions on phase converter sizing.
Btw, to the original poster. Energy is like a bag of potato chips. Every time you transport it, or change it's form, or otherwise handle it, it becomes less goodly
