The receptacles are installed in the wall as the code states in wall space.210.52(C)(1) Wall Counter Spaces. A receptacle outlet shall be installed at each wall counter space that is 300 mm (12 in.) or wider.

The spacing of the receptacles is independent of the garage. If the garage has a receptacle in it or not, the space is not considered nor is the receptacle counted as one of the required countertop ones.

No, read what I said again. The garage's placement does not effect the outlet placement, therefore there isn't a space wider than 24".so now we have a counter top space wider than 24 inches. .... in this case it just happens to be infront of a garage...... so it need to have recs.

(2) On island and peninsular countertops where the countertop is flat across its entire surface (no backsplashes, dividers, etc.) and there are no means to mount a receptacle within 500 mm (20 in.) above the countertop, such as an overhead cabinet
