Thanks for all the ideas, I too like the idea of adding a 4" filler. They do have range, sink, fridge, and the island, so if the needed to prepare food they could. pop-ups are cool but they would ruin drawer space.

Pop ups would also block the cabinet doors from opening in your case.
 
If her concern is reaching the upper cabinets, there are cabinets for handicapped people that can be pulled down for access then raised back to normal position.

Per your statement in red above, I don't think your customer has a choice. She won't get a CO because she won't get a "passed" electrical inspection. An inspector would have no choice but to fail it because what she has (red above) meets the definition of a kitchen.
Ditto to what bill said. There is permanent provisions for cooking, therefore this is a kitchen and must comply with 210.52(C).

That said even if this were not a kitchen 210.52(C) still applies to "pantries, breakfast rooms, dining rooms, and similar areas".
