What constitutes a countertop? this application is in the Family Room Bar area of a residential home. The conditions are such that along the penninsula the counter depth is only 6" before it abuts a glass train case setting atop the rest of the base cabinets. As the counter depth is too narrow for an appliance to set on, is it required to have a receptacle?

210.52 (C) 3 Peninsula Counter Spaces.
At least one receptacle outlet shall be installed at each peninsular counter space with a long dimension of 600 mm (24 in.) or greater and a short dimension of 300 mm (12 in.) or greater. A peninsular countertop is measured from the connecting edge.
