Coupling with Locknut?

I came across this today. It's supposed to be RMC. I'm questioning the type of fittings. I've never seen a lock nut used with a coupling. Any ideas what's going on here?

Looks like they changed over from rigid galvanized to emt with a compression connector and threaded coupling

Technically not permitted but there are 17,456,000 of these installed in the United States. :;)
 
I look at it like someone was too lazy to remove the factory installed locknut before screwing the comp connector in.

I've never had one installed like that that I thought I needed the locknut installed to give it a little "extra" with. Doesn't make sense anyways, with the locknut removed you're going to have one or two more threads to engage the threads in the rigid coupling...

I've done this before with setscrew connectors; the coupling cinched up on the rigid in such a way that the setscrews ended up facing the wall when everything was tight, and I couldn't access the screws. Adding the locknut allowed me to tighten the coupling and fitting, while still having access to the screws. In this case however, not needed, since the fitting is a compression-style.
