Agree. It's a tough call. At the same time, is it good business to spend hours and political capital fighting something that takes $10 and 5 minutes to "just do". I agree it irks me. If you don't have the hydraulic crimper, you could use H-taps and a manual crimper (O/D3 head) which is less then $300 and I think every truck should have one. H-taps are SO versatile. 4 part numbers covers every combination from #6 thru 4/0 CU and AL.

Also, if you have the manual crimper, the labor and joint cost is probably lower than split-bolt.

Simplest in this situation is to bond at the meter or the service point, then no other connection need to be made. 250.64(D)(1) has criteria that would cover this, and sized to 250.66 and sum of circular mils of the ungrounded conductors. Image provided in the handbook might help
