OK - I finally made it home to my code books. In looking at 250.114 in the '96 code and 250.148 in the 2005, it seems that the difference is that when a circuit's conductors are not spliced in a box (such as when the box is used as a pull point), then the EGC's do not need to be bonded. I would say that the 2005 still requires the condition of the original post (where the 2 circuits are terminated/spliced in the box) to have those 2 circuit's EGC's bonded.

My mind still goes back to 250.148. Where circuit conductors are spliced within a box,or terminated on equipt.(That`s fine on boxes with devices or splices but as I read it circuits that are uninterupted at that box can go right on through)but if there is a luminare or a device the grounding conductor must be positioned so as not to interupt the other grounding conductors in that box.Is this the correct interpetation or am I reading it wrong.
