As far as I understand it

As you may know, homeowners can perform their own electrical work. However, they still must pull an electrical permit and have their work inspected by an electrical inspector.

Is not true, there is no state requirement for homeowners to get electrical permits.

Not really. Massachusetts is ultra-liberal in just about every way, but they occasionally get something right. There aren't many handymen who just go around doing jobs for free.
