I see a lot of installs on ct cabinets are always piped out with rmc to enter the meter,even if the meter can't be nippled to the ct do to space .
Also I see a lot of the time when the ct cabinet
is outside the rmc is connected to the cabinet with just locknuts ,I thought you
would have to use a Myers hub or a rigid compression connector should be used.

So is it code or just comin practice?

More often than not, it's installed to POCO requirements.

Are you sure it's locknuts and not seal locknuts (sometimes just one on inside, so hard to tell just by looking from outside)?

Locally it would possibly require sealing locknuts (depending on entry points---312.2) and 250.92 would need to be addressed.
