I have a client that has installed custom permanent furniture in their office. Internally they snaked Wires through the various tiers & installed Table lamps(4 looped together ) with zip cord & are plugged into a receptacle I installed underneath.
I’m looking at 400.8 to convince the client that this is against code, but because it only mentions structure , ceilings & walls they don’t seem to think it applies.
is there any other code sections that I should be looking at.
 
If this is a permanently installed built-in then it becomes part of the structure much like kitchen cabinets and countertops. As such it is subject to the same wiring requirements as if it were part of the building. 400.8(1) prohibits flexible cords from being used as fixed structure wiring. So proper receptacles should be installed at each lamp location.

In addition, the installation may require general purpose receptacles also.

605.7 applies if it’s secured to building surface, which requires chapter 3 wiring
 
Isn’t 605 for office systems? I'm thinking a large area with cubicles..
How permanent is the office furniture? I’m not sure a bookcase bolted to a wall is considered ”permanent”
