Cutler Hammer CAF/GF breakers overheating

Just ran into nearly the same exact issue as a previous member. The install was about 14 months ago. Plug-on dual purpose CAF/GF breakers, 26 total. I was brought in because the garage breaker had tripped and wouldn’t reset. Ambient temp was 92F and the breakers were topping 126F, very hot to the touch. Neutral wires all discolored. Inspected all connections and all is proper. Is this a manufacturer warranty issue? I’ve ran into issues before with bad Cutler Hammer CH type GFCI breakers right out of the box. BTW, amp reading at the Main Lugs, 3 amps. Breakers are way too hot. I checked all connections even in the main outdoor panel. 812D4FDD-FC93-44A6-8242-A4126531584B.jpeg
 
I emaild my local CH rep about the previous issue, he said the breakers have been redesigned to address the overheaying. I suggest working with your supplier to contact your CH rep.

It's hard to believe all of that heat is being generated by only three amps. Is that with no loads?

Then again, that would be 7200 watts, so I guess that's quite the heater panel.
