I know we use to be able to daisy chain 2x4 lay ins in 300.15. But I heard rumer that this was no longer acceptable. Is this true or are they making up codes again?

Definitely a made up code.

However, I think regional practices may have something do with this rumor. I know that in other parts of the country it's very common to run an EMT with a j-box to each light location and then run a whip down to each light.

Here in New England we almost always daisy chain with MC cable unless it's spec'ed otherwise.

We see quite a few daisy chains using the 18 ga whips that come with the fixture and of course that is not allowed.
240.5(B)(2) permits the use of #18 fixture wire in lengths up to 50' to be protected by a 20A OCPD. If the total wire length of the conductors in the whips is 50' or less, the code would permit daisy chaining.
