Uggh... the lack of quality education is ridiculous, and the encouragement for young people to learn a trade is just as bad. Also, continuing education is difficult to find in some companies as well.
 
Is it really any more or less of a problem than one installed in correct orientation yet the users got tired of that cover and removed or even broke the cover?

Seen many many over the years with non "in use" covers and the lid broken off that worked for years.

Many WP covers, doesn't matter if "in use" type or not, just don't work so well with some plug types or with some multi outlet tap devices and sometimes even see a user remove the cover entirely so they can get those items plugged in.

Well, yes, if the cover is otherwise sealed and it's full of water there is most likely a ground fault. :D

I think the problem lies not in the future treatment of the cover/receptacle, but rather the installation.

I still drill weep holes in surface mounted boxes even if they have an "in use" cover on them. condensation filling the box has pretty much always been a problem.

Ignoramuses pay more for that junk, when this cost less.

This. The deep ones with TR outlets are a pain. The TR covers never work right and end up scraping both sides of my fat hands when they finally give way from the force needed to insert a plug.

I like the oversize metal covers but they are hard to find now.

Personally I always use the GE Backyard boxes. They aren't that much more expensive and faster to install.
