damp or wet? Fence mounted leds

I'm trying to figure out whether this design would qualify as wet or damp and which 24V LED tape I would need. The plan is to have wood channels made out of pressure treated lumber to match a fence for the LEDs to be mounted in facing downwards, protecting the tape from any direct water other than from careless pressure washing. I'm not hiding the hope that it would qualify as damp, since that would allow me to use much more compact, potted LED strips that connect directly to each other instead of the submersible strips which have hefty connectors between strips that would cause nasty gaps in the illumination.

You would need to to see which of the Article 100 definitions applies to your installation. If I'm understanding the installation I would vote for damp.
 
unprotected locations exposed to weather, this is the sticking point is this truely a location protected from exposure to weather? A fence would most likely be a wet location.
 
I'm just not sure whether that channel qualifies as "protection" and whether it offers protection "like" to a canopy or marquee. I would say yes, but I'm hoping for a few more opinions. I also know that I can pot the joints myself so I personally won't be worried about call backs on the connections. And at 24V with a Class 2 transformer, I'm feeling confident about the safety of it.
