i have a question on remote emergency power off buttons in computer rooms.
for data and computer rooms i am looking in article 645 information technology equipment
does the size of the room make a difference, what is in the room, computer wise
or does it have to do with fire alarm equipment in the room. i look at 645.10 and this
if i am looking at it correctly we need a REPO switch in all rooms that has information
gattering equipment in it. the switch will shut off the equipment, hvac and fire.
am i reading this correctly?

The NEC does not require the installation of an EPO at all.

The use of Article 645 at all is a choice, you could have data center as large as the Home Security Dept and you would not have to use 645 at all.

The use of 645 is a choice, the only reason to use Article 645 is that it loosens up the types of wiring methods that can be used. (In other words you can run more cord) If you wire the room entirely per Chapter 3 of the NEC you need not worry about Article 645.

However if you go the 645 route the room must comply with all the requirements of 645.4
 
I agree with Bob.

The choice of using 645 enables the designer to not need to use plenum rated cables under a raised floor as well as permits the cord and plug connection of fixed in place data racks and run flexible cord under the raised floor.

But choosing to apply Article 645 requires that a means to disconnect all electronic equipment and HVAC equipment must be installed in accordance with 645.10.

does it mention a choice, that the NEC does not not call for one because in 645.4, if all the following conditions are met, 1 thru 5 then 645.10 applies

In the wording you refer to:
If you don't provide the items in 645.4, then Article 645 do not apply. So choose not to provide any one or all items in 645.4 and you no longer get to use the more relaxed rules found later in 645.
That's why it is a choice.
