Yes it is. The NEC does not generally distinguish between AC and DC for voltage and current ratings. And 690.31 explicitly approves all wiring methods in the Code for use in PV systems. It also includes a number of caveats, but not a general prohibition on NM.

The only "difference" between AC and DC in wire insulation rating is that the AC rating is given in terms of RMS voltage while the DC withstand is, in effect, the value of the peak corresponding to that AC rating. But some will argue whether that allows use with DC up to the AC peak or not.

NM is marked 600 volts. I take that to mean 600 volts DC or 600 volts RMS AC.

I can't imagine successfully arguing it allows DC voltage at the peak AC voltage.
