I looked through Article 725 (I guessed that you were talking about Class 2 or 3 cable) to see if there were specific references to support or securing requirements like found in other articles. I didn't find any.
If I was the AHJ for that installation, and there was not owner's contract specification to require support or securing the cable, I would try to reference 110.12, since spaghetti under a raised floor is not neat and workmanlike.

Well the cable is all rated for such and the only real "code" piece I have is 'craftsmanship'. At this stage in the game, I do not want to hold the project up so I guess I will have to live with it.
I do believe all the cable is shielded so hopefully it will not be an issue when the start up comes.

I have installed several Raised Floor Control Rooms for DCS systems.
We always used a cable tray system,and sometime I used the telephone type of cable tray and sometimes we would use a regular electrical type of cable tray. I would never want to see a raised floor system not using some sort of a cable tray system. You know as well as I that it would look
like a Rats Nest if we did not install cable tray.
I have worked in a Raised Floor system that had 4 feet of clearance, meaning that the electrician would be able to work in the Raised Floor area, and you would want to keep the cables in a neat manner for Safety and also that it would show that it was done by a First-Class Electrician.

Yes that is what I would like to see, but sadly it is not the case. If I had a 'code' that would force the issue, I would have a chance, but workmanship is not one that I could use at this point. I need the DCS running soon and I was a late arrival to the job, someone just missed it and I am afraid I have to live with it.

You might want to look into TIA/EIA standard 569 (Pathways and Spaces). I work on government facilities and we always install tray, duct, or cable ladder to provide physical protection for signal and power cabling. Also used to provide EMI/RFI protection.
