Deck bonding Missing

Need some creative ideas on how to correct a pool concrete slab that appears to not have been bonded.. Can't really afford to pull up all the concrete and redo.

somehow my pool decks were poured without bounding underthem. Builder is no where to be found.

Pool is 1 year old and I can't afford to repour all the decks.
