Decorative cover for service panel.

I'm pretty code ignorant. Below is a query from a carpenter friend.

If a decorative wooden door over the enclose has a spring and opened the electrical panel door at the same time as the covering wood door would that be code compliant?
Assuming the 42 and 30 inch requirements are met, is anything else required? Is the concurrent opening of the electrical panel steel door required?

What are the applicable sections, 110, 230 ? - which sub-paragraphs 'cover' this situation.

'Would' a label on the outer door that it was electrical equipment be required?
